A UK Lords amendment would give ministers emergency shutdown power over AI data centres

An amendment to the UK's Cyber Security and Resilience Bill, currently at House of Lords committee stage, would let the Secretary of State order emergency shutdown of AI systems or data centres judged to pose a "catastrophic risk" to national security, critical infrastructure, or public safety -- and would require data-centre operators to pre-install the infrastructure needed to comply with such an order before one is ever issued. It was tabled by Liberal Democrat peer Lord Tim Clement-Jones, with cross-party co-sponsors: Conservative peer Baroness Dido Harding, crossbencher Baroness Beeban Kidron, and Labour's Lord Philip Hunt -- one of 65 amendments debated during the week of September 1, 2026.
