The Canadian sovereign-AI lab is reportedly courting the Canadian and German governments alongside existing backers, positioning itself as a non-U.S., non-Chinese alternative for enterprise and government buyers.
Cohere is in advanced talks to raise between $2 billion and $3 billion at a roughly $20 billion valuation, The Globe and Mail reported September 11, 2026, citing four people familiar with the matter. Cohere did not respond to a request for comment. Existing backers reportedly involved in the round include Radical Ventures, Inovia Capital, the Healthcare of Ontario Pension Plan, PSP Investments, the Business Development Bank of Canada, and Nvidia; the Canadian government is also reportedly a participant, with talks underway to bring in the German government as well.
Selling sovereignty, not scale
Cohere builds large language models for enterprise and government customers rather than consumers, and has built its pitch specifically around not being OpenAI, Anthropic, or a Chinese lab -- positioning itself as a "sovereign alternative" for governments and regulated industries wary of routing sensitive workloads through a U.S. mega-cap or a geopolitical rival. Government participation in the round, if it closes as reported, would be an unusually direct expression of that pitch: state capital betting on domestic AI infrastructure independence rather than just believing the company can outcompete the labs it's positioned against.
The valuation math is still speculative
A $20 billion valuation would roughly double what Cohere was last reported to be worth, but every figure here comes from anonymous sourcing rather than a signed term sheet -- the deal isn't closed, and both the amount and the valuation could move before it does. For a company whose entire commercial thesis rests on government and enterprise buyers who move slowly and demand long diligence cycles, the more durable signal here isn't the headline number but whether a national government actually follows through as an investor.
